The state-own investment companies play a very important role in the development of both national economy and local economy. However, the new state-own asset management system requires state-own investment companies to make more change. The present theories and practices can't resolve the problem with which the state-own investment companies are facing. The reform of state-own enterprises in China is developing to the status which has the logic connection of "State-own Assets Supervision and Administration Commission, State-own Assets Management Company, State-own Assets Enterprise". Owing to the particular objective of the city's state-own assets management company, and the particular assets components including productive assets and non-productive assets, obviously the development strategic goal can't follow the regulation of common enterprises in the market, and the indexes such as profit, assets quantity can't be set as the common way.First of all, by researching the social and economic development status of Mianyang city, this paper found out the distance between Mianyang and other developed cities. Resulting from the calculation of investment multiplier, this paper made it clear that the key method to decrease the distance between Mianyang and other developed cities is operating city in a proper way, expanding the investment and construction of fundamental facilities in the city. The Mianyang Investment Holding (Group) Co.,Ltd. is the only large-scale integrated state-own assets management company in Mianyang, and it is the main part of city operating. Therefore, the company should make great contribution to social and economic development of Mianyang by following the instruction of government. However, a practical developing strategy is the prerequisite. Second of all, aiming at the internal and external environment change in the company, this paper applied SWOT analyzing method, established two indexes that ability of circulating funds and investment contribution rate by analyzing the goal of state-own management company in the social and economic development of the city and discussing the property of the assets in detail.Finally, this paper debated how to implement and control the strategy of Mianyang Investment Holding (Group) Co.,Ltd., and discussed the construction of the guarantee system of the strategy. As a result, the constant development of Mianyang Investment Holding (Group) Co.,Ltd. could be advanced. Moreover, this paper could be set as an example of other similar kind of state-own investment company.
