La'madian oil field is located on the far north of DaQing Chang Yuan oil field. The output of crude oil from La'madian oil field is 4,300,300 ton every year. At present, to build "Hundred years oil field" has been the main developing plan of DaQing oil field. As the pioneer of DaQing oil field, La'madian's continued and efficient development plays a very important role in realizing the plan of "Hundred years oil field".Since 1990's, with the rapid growth of knowledge economy and tendency global economy, all the companies face the gradually intensified environmental competition. The worldwide petroleum and petrochemical industry has been gradually transformed to concentrated type of industry. The superiority of competition among petroleum companies is more depend on the ability of competition of a company. Making technical innovations is the way to keep a company holding the ability of competition. And the key technical personnel are the manpower to make technical innovations. According to a thorough research, it has been proved that the key technical personnel are the source of keeping a company's growth. So the kernel role of exploitation and management of human resource is to improve the recruitment and management of key technical personnel, fully bring out latent potentialities, help technical personnel to be devoted to their work.Based on the long-lasting developing strategic request of La'madian oil field, this paper brings out clearly the definition and category of key technical personnel; takes the statistics and surveys of key technical personnel in a company; investigates that if the number of key technical personnel in a company can meet the demand of a company's development; and finds the current problem (disparity of abilities, deficiency of structure) of key technical personnel. Under the thought of continued development, it is important to build up the ability-evaluation system, potentialities-exploitation system and function-playing system with the model of key technical personnel, design the process of recruiting and managing key technical personnel, introduce the control ability (pulling force), encourage system (pushing force),competition(pressure), and evaluation and control (control ability), improve the systematic design of scientific system, ensure the role-playing of key technical personnel, provide the support to the continued development of oil field.
