Recently, the domestic telecommunications market has been gradually opening up in stages and foreign capitals will gradually get involved in the Chinese telecommunications market, which means the Chinese telecommunications industry will face a new revolution. Due to the human resource costs are relatively much lower than that of the foreign, foreign investment will vigorously promote the personnel localization strategy after entering the Chinese market. Therefore, managerial and administrative personnel and higher technician will certainly be the main recruiting targets of large foreign companies. Thus, the telecommunications companies should form a reasonable management mechanism aiming at retaining talents in order to avoid the brain drain and improve the staff quality which has become the crucial factors for being a winner.This thesis aims at explaining how to establish a performance management system which combines the specific environment of enterprise operation and circumstance of employees, facilitating better application when managers of different levels practice this method and avoiding the occurrence of attaching importance simply on its format rather than the real effect. All these will ultimately create a most encouraging and supportive working environment unifying individual employees' needs and the enterprise management objective.This thesis uses the method of analyzing cases, by choosing the case of China Mobile, Jiangmen Branch (Jiangmen Mobile for short thereinafter) for example, which is the largest mobile communication carrier in Jiangmen area, combining with the status and problems of the human resource management in Jiangmen Mobile and the theories of human resource management to explain organization design and position analysis from the angle of the performance management precondition. Also, the thesis will discuss the concrete problems in implementing performance management and bring forward a solution considering the employees' career developments and salary design to stimulate the employees' enthusiasms and to make full use of position advantages for improving company performances, creating shareholder values.The thesis is divided into three parts. Firstly, the thesis introduces background, study meaning, study present status, domestic and international development trends, analytical method, thesis structure etc.. Secondly, Chapter 2 introduces development history, the company present status, human resource status, problems of human resource of the case corpus, Jiangmen Mobile. And then Chapter 3 applys the theories of human resource management to carry on deep analysis into to problems, and puts forward a countermeasure. The thesis also builds the four mechanisms which set up strategic human resource and leads in the management style of "work-time pool" in the meantime. At last the thesis makes experiments at the department of customer service.
