Study On Integration Development Of The City-and-Town Concentrated Area In Northwest Interior

As the most vigor and potential areas among regional economy development patterns, City-and-town Concentrated Areas(CCA) are playing the roles of strategic center of sustenance, growth pole and core pitch point in the regional productive forces distribution, displaying gathering and diffusing function of regional producing element flows, and dominating the life of regional economy development. At present, CCAs have become the basic regional cells which the nation or region participate in global competition and international work-division. Since reform and opening in China, the CCAs development are very rapid, and becoming the most developing spatial cell on level, speed, strength and vigor of China economy development, and deciding the situation and pattern of country economy development. Surrounding the center city of Xian, Lanzhou, Xining, Yinchuan and Urumqi in northwest region, there engendered four CCAs of Guanzhong plain, Lanzhou-Xining. Yinchuan plain and north piedmont of Han Mountain. However, due to the inners pursue local benefits excessively, and detract effective exertion of its inter function, the urbanization as well as social and economic development of northwest region are delayed greatly. This paper, firstly, choose economy, space and institution as the three integration base points, and elementarily construct the integration development theory frame of northwest CCAs. Secondly, takes Lanzhou-Xining CCA for example, and then analyzes the basic terms, interior and exterior impetuses of its integration development, then discuss the primary modes. Finally, bring forward measures of integration development, and expound regional effect from three lays of province, west and nation.This paper primarily includes four parts as follows.Firstly, constructs the integration development theory frame of northwest CCAs. Take economy, space and institution as the three integration base points, and elementarily construct the integration development theory frame of northwest CCAs. The theory frame primarily includes economy, space and institution integration theory system. The first theory system includes regional interdependence theory, regional work-division theory, regional cooperation theory, and regional economy integration theory. The second includes space interaction theory, growth pole theory, pole-axis system theory and network exploitation theory. The third includes administrative division economy theory, game theory and new institutionalism theory.Secondly, analyzes the integration development terms and dynamics of Lanzhou-Xining CCA. The paper considers relative intact regional economic unit, deep historical culture accumulation and close social economic links, are basic terms of its integration development. But serious ideas of regional standard, notable phenomena of identical industry and absence of unite regional planning are restricting factors. In the background of economy globalization, urban participate in competition by the form of colony and regional economy integrating development are exterior impetuses. The existence of regional discrepancy and economic mutual complementary, the pursuit of collective profit for Lanzhou and Xining region, and the extension of central city space in opposite directions have offered interior impetus.Thirdly, expounds the primary modes of integration development for Lanzhou-Xining CCA. Based above studies, the paper summarizes the primary modes of the three base points. Among them, space integration is precondition, economy integration is core, and institution integration is guarantee. Economy integration models include industry and element mutual complementary model, flying geese development model and economy integration model. Space ones include dual-core, axes and polygon integration models. Institution ones include the innovation of macro institution and microcosmic mechanism.Finally, discusses the integration development measures and effects of Lanzhou-Xining CCA. The economic measures include constructing transport network together, managing environment pollution together, and quickening industry integration. The institutional measures include intensifying idea integration and constituting region planning The spatial measures include optimizing space structure, perfect regional urban system and promoting harmony development of urban and country. At last, the paper expounds regional effect from three lays of province, west and nation. As for Gansu and Qinghai two provinces, the integration development of Lanzhou-Xining CCA has stronger realistic meanings for cultivating industry competition capability, perfecting regional urban system and protecting circumjacent environment. As for the West, it has important meanings for fastening the Northwest development, protecting environment of some important rivers' headstream, and ensuring energy and material supply of Southwest. As for the whole nation, it has important strategic meanings for reducing the gap between East and West, promoting country economy development, ensuring the security of ecology and national defense, and maintaining national solidarity.
