Research And Countermeasure On The Integration Of Production City In New Town Construction

The planning and construction of new town plays a decisive role in the economic development and the process of urban modernization,which can effectively ease urban congestion,broaden the urban space,solve the problem between the growing population and employment,comprehensively promote the development of the whole city.Wuxi Xidong new town is located in the east of Wuxi,Jiangsu province,which is located in Xishan district.Wuxi Xidong new town is one of the "five new cities" built by Wuxi.Due to the rapid development of urbanization and new city,the quality of industrial development in the new town of Xidong is not high as many cities in China which caused many problems in the integration of production cities.Exploreing the inner relationship between the construction of new town and industrial development has important practical significance to promote the Wuxi Xidong new town industrial function and the coordinated development of urban functions.In the meanwhile,it can provide some reference for the research on the construction of the new town,and provide new perspectives and development countermeasures for the planning and construction of the new town.The application theory of urban planning and construction,combined with case analysis of the development of new town construction in our country,building a production in conformity with Wuxi Xidong new town city integration degree of the evaluation index system,including "industrial development level","new town construction level","public facilities service level","residents' quality of life" four level indicators and "from the proportion of manufacturing industry","the proportion of service industry","building density","the per capita area of road","the per capita area of green","the proportion of culture and sport facilities","the proportion of commercial facilities","number of school per ten thousand people","every ten thousand people with medical beds","the per capita disposable income","the proportion of employment of the population of permanent residents " and other eleven secondary indicator.I use the analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method(FCE)to evaluate the degree of fusion of Wuxi Xidong new town.1)Production of Wuxi Xidong new town of wuxi city integration degree is relatively good,the level of industry development,new town construction level,public facilities service level,and residents' quality of life and other indicators is relatively good,from all aspects of comprehensive evaluation of Wuxi Xidong new town city fusion production overall level is still good.Wuxi Xidong new town business district is the main position of the transformation and upgrading of Xishan district.If the development of the business district is smooth,there will be some reference and leading role for the development of the city in the future.2)Considering of the long-term direction of "convergence" city,Wuxi Xidong new town needs large-scale urban construction and industrial upgrading.Considering of the point of the global economic development,Wuxi Xidong new town?s economic entities such as the eastern central business district of the manufacturing industry is obviously lag behind the development of the real estate industry,the regional leading industry is too single,relying on electric vehicle and its supporting industries,the lack of new large-scale economic and radiation ability,and exist in the late industrial and economic development in danger of losing steam.There is no ideal large-scale entity in the vicinity of the core area of the business district,which can not solve the large-scale employment of the new town,which easily produces the "sleeping city" like Yanjiao in Beijing.The upgrading of electric vehicle and motorcycle industry and supporting industries in the pillar industries of regional manufacturing industry has been slow.The development of the real economy is slow,and the development of new town construction is restricted.
