People live on food. Nation bases on foodstuff. Foodstuff is important and basic in the national economy. More and more attention is paid to the study of foodstuff industrialization. There is few special reports concerning that the government stimulates the industrialization of foodstuff in mountainous areas.The related study productions, internal and overseas, are summarized, and the background of FIMA is analyzed, and the industrialization history, together with its characters, is described.The necessity of the government promoting the FIMA is discussed in this paper. Foodstuff is a quasi-public product, with the feebleness of industry, particularity of security, and relativity of industrialization, in mountainous areas. The problems of the government in promoting the FIMA are also discussed, and the reasons for those are analyzed from the ways of economics, system, and politics.The actions of the government, in promoting the FIMA, mainly consist in four aspects that the provider of the systems, the servant for the public, the regulator of the industries, and the supervisor of the markets. Mome measures are offered to improve the functions of the government.It can be concluded from this paper that the FIMA, a quasi-public product, needs some moderate interventions from the government, for the " seizing-up" phenomenon of the markets. As the government intervening in the FIMA, it should carry out that not only the basic actions of market in deploying resources but also the moderate macroscopical interventions from the government. the government is suggested to change the thinking of management, to pay attention to the fairness and efficiency, and to improve the measures to perfect them. Public services and supporting policies are important means by the government to exert its functions.
