Developing the house finance is an important aspect of our national finance development at present and an important task of the continual and healthy development of our national economy. However, it lags behind the development of the economy and the real estate because of the restriction of the domestic economic system, banking system and housing reform. The house finance of our country not merely lacks the systematic framework in theory, but also lacks the clear location and policy arrangement in the developing model. Therefore, the house finance is still developing with great difficulty. Recently, as the People's Bank of China issues about the suggestion of standardizing credit business of the real estate again and again, the industry, political circles and theory circles have begun to pay close attention to the problem of the house finance. So, doing some study on it from the aspect of the theory and practice holds very practical meaning and value.This article analyses the meaning of house finance development. Through reviewing the historical evolution of the house finance of our country, it studies the current situation of the house finance, and points out some problems such as the limitation of the policy-related house finance, the relying on the commercial bank, the unreasonable factors of the home mortgage loan, the unreasonable structure and dull model of the house finance market, lacking of the related organization and institution and the imperfect legal security system of the house finance.Through the study on the current situation of the house finance development in some developed countries such as America, Germany, Japan and Singapore, the article analyses several aspects that can be used for reference. They are setting up complete system of house finance institution, making non-government financial institutions become the leading strength of the house financial market, the development of the house finance based on market mechanism, housing consumptive loan and housing constructive loan being separated, the flexible forms of the housing loan, forming the intact housing loan market including primary and secondary housing loan market, the universal and quick innovation of the house finance. The article studies from the angle of public management and puts forward some strategies taken by the government to reform its management in order that our national house finance would develop in a healthy way. The specific strategies are: to promote the effective demand of the house finance, to increase the supply of the house finance, to develop the financial agencies, to accelerate the institutional and systematical construction of the house finance, to build the good operating mechanism of the real estate finance, to perfect the related systems of the house finance, to implementing the securitisation of the house mortgage loan..
