Research On The Problem And Countermeasure Of The Cost Sharing Of Peasant Workers' Housing Support

The report of the 18th National Congress of the Communist Party of China,the National New Town Planning(2014-2020)and the spirit of the central Urbanization Conference jointly proposed: with the rapid development of industrialization,reform and opening-up so far,China has entered the critical stage of the deep development of urbanization level.Peasant workers are the important force of urbanization construction,so solving the problem of "settling down" of peasant workers ' Group is the inexorable trend of "urbanization of people".At present,the rural workers in the urban housing situation are lagging behind,the overall housing situation is not optimistic.The peasant laborer market ability is insufficient,at the same time the household registration system blocks the peasant laborer to obtain the urban supportability housing,in the current housing market,the peasant laborer in the town obtains the housing possibility to be affected seriously,this also hinders our country further urbanization.The relevant experience of housing security in the process of urbanization abroad is of reference significance to the research on the cost-sharing of the peasant-workers ' housing support.In recent years,many regions in our country have begun to explore the innovative practice of housing security,which is to be targeted by peasant workers,which provides a good case study sample for cost sharing.In order to further study the problem of migrant workers ' housing,this paper tries to analyze the problems of peasant workers housing security,and from the angle of cost sharing,puts forward some countermeasures to improve the housing security of peasant workers,in order to provide operable reference to solve the problem of housing security for peasant workers.This paper tries to discuss and study the plight and countermeasures of the cost sharing of peasant workers ' housing security through four parts.The first part,the related theory outlines.Firstly,it introduces the composition of the cost-sharing of the peasant workers ' housing security,and then discusses the main body of the peasant workers ' housing security cost sharing;Finally,the paper introduces the relevant theoretical tools: Rawls' s distributive justice theory,interest-related theory,game theory and government responsibility and financial sharing theory.The second part is the main responsibility of the peasant workers ' housing security cost sharing.First,put forward the government to bear social cost,such as increasing the cost of housing support,the cost of expanding housing security coverage,the cost of raising the level of housing security,and secondly,the enterprise to bear the market costs,such as the purchase of labor and related security costs,the payment of migrant workers housing security supply of additional costs;Finally,Put forward the individual cost of migrant workers,such as the purchase of commercial housing,limit room,affordable,leasing public rental.The third part is the realistic dilemma of the cost sharing of the peasant workers ' housing security.First,the responsibility subject,the sharing behavior and the sharing strategy are not formulated and implemented at the policy level;second,the cost of one-time input and dynamic continuous sharing of the relatively fragmented;third,the phenomenon of conflict between the government is prominent;Part IV,policy recommendations.According to the above research,throw out the suggestion.The first is to push on the household registration system and fiscal and tax policy reform;the second is to reform and improve the housing security system;The third is to improve the transfer payment system and fund-raising system;the forth is to establish a sound interest balance mechanism;the fifith is to strengthen other safeguard system and supervision mechanism.
