Research On The Industrial Cluster's Self-fertility Risk And Its Prevention Countermeasures

Under the background of globalization, industrial cluster shows strong competitioncapacity and many successful cluster's cases have appeared. Considering industrial cluster'ssuccessful demonstration effect, cluster phenomenon has extensive attention by researchers ofdomestic and foreign. Cluster policy has become a tool which many regions constituteeconomic policy by, and UNIDO and OECD encourage cluster strategy. But we must recognizethat although industrial cluster is a relatively stable space industry organization form, clusterhas risk and not all the industrial cluster is successful or keeps sustained competitive advantage.Industrial cluster's risk leads its dynamic mechanism to locking or failure and can't makeproduction factors into sustained competitive advantage. That is to say, not all industrialclusters can develop sustainablely.However we can't say that industrial cluster can't develop sustainablely and finally trendtowards ruin because of risk. Many cases show that industrial cluster can get sustainabledevelopment by different ways, and the key is to recognize the cause of industrial cluster firstlyand constitute relatively evadable policy and institution. So the research on industrial cluster'srisk and relatively sustainable development is absolutely necessary in the theory and practice.From the perspective of industrial cluster and sustainable development, and based on theindustrial cluster' self-fertility cause of risk model, this paper analyses industrial cluster'self-fertility cause of risk from the lay of technological change and institution change. In theend, the paper makes some suggestions and countermeasures on how to prevent industrialcluster's self-fertility risk. It includes five parts:Chapter 1 is the introduction. It introduces the research background and meaning. It alsoredfinites industrial cluster's concept and inducts the meaning of industrial cluster' self-fertilityrisk. In the end, It introduces its research clew, research content, research method and the maininnovation point.Chapter 2 is the review. It introduces the survey of industrial cluster's risk research athome and abroad, reviews the relative researches briefly, and points out the shortcomings of theresearch on actual industrial cluster's risk. Finally, it constitutes industrial cluster' self-fertilitycause of risk model to be the foundation of the next two chapters.In chapter 3, it analyses industrial cluster' self-fertility cause of risk from technology itself,enterpriser's mental and technology selection circumstance under the technological changetheory in evolution economic. It points out that although location adjacent, knowledge,communication spillover, enterpriser's mental and policy sharing can lead to convenience ofcluster's innovation and innovation advantage, it also leads to innovation inertia risk, technological ability's petrifaction, locking risk, competition blind spot, strategy convergencerisk and policy risk.In chapter 4, it analyses industrial cluster' self-fertility cause of risk by the ways ofmaking the institution advantage's origin and risk of industrial cluster corresponding. It pointsout that specialization, competitive governance mechanism and culture network creditmechanism can lead to specific asset risk, lemon market risk, credit risk, regional locking riskand so on.In chapter 5, it provides three basic principles: keeping diversification principle, thebalance between embeddedness and external relations principle, the principle to encourageentrepreneurship and advance enterprises derivation. And it also advances the suggestions andcountermeasures about how to prevent industrial cluster' self-fertility risk from the layer ofgovernment, cluster and enterprise.In the end, this paper points out that the cluster self's character which can constructadvantages is interrelated, interacted and indivisible. So the industrial cluster's risks are alsointerrelated but not one to one correspondence. The research about industrial cluster's risk isnot to negate industrial cluster which is a space industry organization form or industrialcluster's policy, but for searching industrial cluster' sustainable development model. So we cansupply credible evidence for the regional government to constitute correlated policy.
