In1978, the third plenary session put forward the reform and opening-up policy, China started fromthe traditional planned economy to market economy transformation. Since reform and opening-up,China’s modernization has achieved one after another major breakthrough. In the development ofmodernization, rural labor transfer in China’s economic development is an urgent need to solve theproblem, is closely related to the farmers land system increased the opportunity cost of rural surpluslabor transfer, become important factors fettering rural labor transfer and urbanization. The currentsocial system of our country has a typical duality; the disadvantage is that is not considering actualneed, migrant workers in this group are difficult to enjoy the comprehensive social security bonus.Chinese rural labor transfer is not only a product of the existing system, but also a institutional change.Further reform and improve the impact of Chinese rural labor transfer system of related policies,accelerate the process of urbanization of rural migrant workers, to fundamentally solve the problem of"agriculture, rural areas and farmers" is of great significance.First of all, the analysis of investigation since the reform and opening of Chinese rural labortransfer system background, review the system evolution of rural labor transfer in China,study the influence mechanism of institutional factors. Analyses the system background,system evolution of rural labor transfer in China affect the process and system. Rural laborforce transfers to non-agricultural industries and towns, is a universal law that all countriesin the world in the process of industrialization and urbanization should follow. Chineserural labor transfer is the impetus of the dual economic system and the pull of the marketeconomic system.Secondly, from the system of main factors affecting Chinese rural labor transfer analysis, to explorethe land, household register, employment and social security system of the specific influence of rurallabor transfer. System design is focused on the land system, household registration system,employment system, continuous reform and perfect social security system. Exist in rural labor transferin Chinese industry, industry structure and regional distribution imbalance caused by the transfer ofstructural imbalances, rural labor force transfer caused by the structural "shortage" and "surplus",transfer costs and transfer speed is slow, must by promoting the coordinated development of regionaleconomy, to speed up the pace of layout of industrial structure adjustment and transfer of rural laborforce resources development strategy policy, solve the problem of good transfer structural imbalance.Finally, the main institutional factors affecting Chinese rural labor transfer, such as thehousehold registration system, land system, employment system and social security systemetc., to study and put forward reform perfect and innovative solutions. First, in terms ofland system, should focus on promoting land property rights system reform, landcirculation system reform and the reform of the rural land requisition system; Second, in terms of household registration system, to further the goals and principles of the householdregistration system reform, puts forward corresponding measures to improve the system ofhousehold registration reform and measures, designed to lower the threshold, theprogressive of the household registration system reform route; Third, in terms ofemployment system, put forward to perfect the public employment information servicesystem, improve the system of labor market management standard, improve the system ofpeasant workers’ education and training the creative thinking of the security system andimprove the rural migrant workers’ rights and interests; Fourth, in terms of the socialsecurity system, design the hierarchical classification implementation safeguard, step bystep in phases to promote security and improved methods for transferring social securityaccounts related measures.Institutional change is a trace of a series of chain reaction. From the point of humandevelopment, institutional change is more like a kind of spontaneous order and the interestsof the combination of the main body to build. Traditional system to modern systemtransformation is an important content of economic and social transformation, smoothtransition from not only the effective cooperation of economic and social element, also canform a new force for economic and social transformation, promote the transformationsuccessfully. System of rural labor transfer involves a lot of factors, system transformationis not only the result of the rural labor transfer to promote, also can promote the new rurallabor transfer, form the labor resource allocation structure is more reasonable. Effectiveinstitutional framework is the main mechanism of incentive labor transfer, and inefficientsystem of bound labor transfer constitutes a major obstacle to China’s rural labor policy andsystem to form the unique to China’s transition path.From the perspectives of promoting the system of China rural labor transfer,under theguidance of developed economics and systematic economics, based on analyzing the effectsof the institutional factors in the transference of China rural labor force, therefore the aimof paper is providing the innovation in land system, household registration system,employment system urban public goods, social security system, industrial policy andurbanization, so as to establish institutional safeguards to achieve the transference from thesurplus rural labor to the non-agricultural industries and cities and towns orderly, smoothlyand sustainably in industrialization and urbanization. The paper help to advance theresearch theory transference of rural labor force, meanwhile, also offers specific guidancetransfer of rural labor force and citizen of migrant worker.
