Research On Coordinated Regional Land Use Based On Hainan Province

Since the reform and open to the world, China economy of different areas hasdeveloped to some extent especially after the implementation of reform measuresand the strategy for regional economic development. At the same time, regionaleconomic development has a marked change in the pattern too. However, rapideconomy developments lead to the serious mismatch between the growing demandfor land and the scarcity supply of it as well as the growing gap between rich andpoor areas. Faced with this situation, the state has made great importance to theuneven regional development and made it as an important strategy as well as putforward new ideas of coordinated development. The "Decision", adopted in theThird Plenum of the 16th CPC Central Committee, clearly put forward the 5"adheres" and 5 "overall development" and "sticking to the concept ofpeople-centered, comprehensive, coordinated and sustainable development." This isof great significance to the sustainable development of the national economy.Coordinating regional economy development and optimizing the overall layout of ithave become an inevitable direction guiding the future regional development underthis new situation. "land policies" and "monetary situation" have become two mainmeans of controlling socio-economic development and rational land use andmanagement has drawn increasing attention. As an important means of coordinatedregional development, regional land-use planning is of great significance foroptimizing the allocation of land resources and promoting both intensive andefficient use of land resources.The paper, proceed from the connotation of coordinated region, Firstly analyzed theexisting problems on regional development and reasons mechanism of differencesforming, based on previous research. According to the relevant regionaldevelopments and research results both home and aboard, this paper also summed upkey elements that caused the regional differences such as history and geography, state policy, market mechanism, regional development strategy and taxation system. Then, based on the theoretical foundation for regional development, this paperanalyzed the status and roles that coordinated land-use planning plays in the regionalsocio-economic development. Furthermore, this paper put forward objects and keysof coordinating regional land use.Based on the former analysis and followed the principle that indicators becomprehensive and targeted, this paper, analyzed, refined and screened the objectand factors that affecting coordinated regional land use by using frequency statistics, theoretical analysis and the expert advice combinationally. And at last get the easilyquantified indicators. Finally, screening and valuation on the regional land-useindicators with Analytic Hierarchy Process, Delphi and other mathematical methodsthis paper, set up the indicator system for land use zoning.This paper, on the basis of former theoretical studies, analyses practically withHainan Province as the case. First of all, it obtains the land use zoning compositeindex of each cities and counties in Hainan Province by the way of calculating landuse and zoning indicator system and indicators composite index. Then. reference tothe quantitative analysis of comprehensive land-use zoning, following the principleof land-use zoning, full accounting of the relationship in the economic space and theneighborhood of regional space, the characteristics of regional resources, development trends, strategy position of regional development, this paper proposedthe plan of land use zoning in Hainan Province, and the plan is as followed, theNorthern Integrated Development Zone, the Eastern Coast Tourism ComplexesZone, the Southern Tropical Seaside Tourism Zone, the Western Industrial PortComplex Zone, and the Middle Eco-agriculture and Ecological Protection Zone.Besides, it fatherly analyses each functional area of land use structure, characteristics, development-oriented put forward control measures of each land use functional areas.Finally, from the formation of regional land-use coordination mechanism, theimplementation of the regional coordination and balance Policy, prevention Regionalredundant construction and establishing different regional land-use policy putforward policies, measures and security system to coordinate regional land use, which provide effective guidance for coordinating development of every land use.
