HRMS started from 20 century 90s. In 21 century, it still has a lot of market because of the system's self-improvement and the HR management requirement. However in the statistic of HRMS's implementation and application, the performance management's utilization is low about 46%.Performance management is the soul of enterprise management, which makes the object of enterprise success and the object of individual/team success combining together. In the view of management, performance is the expectation of enterprise. It is the effective output of different level in the enterprise, which contains personal performance and organization performance. Performance management and performance evaluation is different. Performance evaluation is only part of performance management. The success of performance evaluation depends on not only the evaluation itself but also the related performance management process. The process of enterprise information management is highly speeding up by the information technology development. In the modern information technology basis, it could improve the enterprise core competency by using the advanced performance management theory. After investigating and analyzing typical performance model of HRMS, we found that current performance management system either based on the advanced performance management theory or the customization is too complicated which need specified tools and specified person. Take Oracle EBS for example, although it updates performance management concept in its new version, it still need complicated customization work. And it doesn't support different approval process yet.The article provides the HRMS basis performance management system functional model. What's more it provides the realizable B/S system design.
