| With the sustainable development strategy being implemented, the environmental problem becomes an important element to restrict its implementation. The forest and lawns are the corpuses of the land ecosystem systems and important public-spirited business and the foundation industries undertaking important mission with the ecosystem construction and products supply. But currently, the Wuchuan County together with Inner Mongolia and West China is increasingly worsen in the ecosystem which seriously obstruct local economy and national development progress. The project of returning farmland to forestland or grassland is aiming to carry out the strategy of the western exploitation and to construct and protect the ecological environment of West China. It is also a complicated social systematic project which is hard to operate and related to thousands of people. The project will play an important role in the whole disposal of the regional sustainable development strategy in the region where farmlands have been returned.Wuchuan County with important ecosystem position in the country is one of the 174 experimental demonstrative counties where Returning farmland to forestland or grassland project was implemented in 2000. How to make this project promote the process of sustainable development of Wuchuan county regions and reach the aim of improving the ecological environment by establishing the Evaluation indicators system is evaluated in this paper. Connecting the theories of sustainable development and the basic theories of Returning farmland to forestland or grassland, the standard of choosing the areas of returning farmland in county region is studied. At the same time, the model suggestion for Returning farmland to forestland or grassland and countermeasures to the related policy, technology and mechanism is advanced. By doing all these, providing help for implementing the Returning farmland to forestland or grassland strategy in the local place is expected. |
