Judging from the posture of the global economic development, megalopolis with the city as its nucleus has become the most active region of the world economy and gradually played a leading part in the global economy. As to the statement of domestic economic development, after successfully supporting the development of the eastern coastal region. our country has proposed the strategies of"the Development Campaign of the Western Regions","Revitalizing the Northeast Region"as well as"the Booming of Central China", thus forming a new developing model with the regional economy giving an impetus to the whole national economy. What's more, the 10th Five-Year Plan proposed the guiding principles on urbanization in China, that is,"taking a diversified and urbanized road in accordance with our national conditions with the large, medium, small-sized cities coordinately developing with small towns, gradually forming an appropriate city and town developing system".Consequently, the governments of different levels start an upsurge in constructing city regional economy with the metropolis as the nucleus. At the same time, the issues related to the city regional economy have also become the focus of theorists.This paper is roughly divided into the following sections. Section One attempts to introduce the theory and practice concerning"Metropolitan Circles". It summarizes the study of"Metropolitan Circles"both at home and abroad and gives an account of the current statement of the typical"Metropolitan Circles". Section Two mainly manifests the significance and the role of constructing the"Metropolitan Circles"in Jinan. It proposes that the construction of Jinan Metropolitan Circles is of great significance in promoting the economic development in Shandong Province. Section Three investigates the facilities of constructing the Jinan Metropolitan Circles. It analyzes the advantages of constructing the city circle in Jinan from the perspectives of geographical position, transportation, industry distribution, the rate of economic relevance, etc. Section Four suggests the developing aims and points out the problems existing in the Jinan Metropolitan Circles. Section Five offers some possible measures to solve the existing problems in the process of constructing the Jinan Metropolitan Circles.
