Study On Optimization And Adjustment Of Industry Structure In Jilin Province Under The Energy Constrains

There is close relationship between energy consumption and ecomic development. Two energy crises in 1970's have affected the entire world, and energy has been one of the basic factors to restict economic growth. Jilin is one of the provinces which are short of energy. Along with the economic development, she consumed 58.99 million ton sce energy in 2005, compared to 35.23 million ton sce energy in 1990. At the same time, the output of the energy changed from 25.72 million ton sce energy in 1990 to 25.97 million ton sce energy in 2005. Because a considerable portion of the energy cunsumption depends on other provinces or abroud, the contradiction between demand and supply is becoming increasingly acute. The shortage of energy became one of the bottleneck restrictions in economic and social development.Jilin Province is the old national industrial base. Passing through many years'construction and development, it has formed the quite perfect industry economy system.The Valueadded of Industry of Jilin Provice Occupied 37.68% of the GRP in 2005, but the Industry consumed 68% of the energy. With the shortage of the energy, the industry system cannot adapt the economical devolepment demand more and more. With the construction of fluent society, life energy and transportation energy consumption will increase quickly and energy shortage will continue in the future. Jilin Province has to face a great deal of staggering prolems in recent years, such as how to depend on the minimum energy in-put to get maximum economic out-put, how to change the way of economic increase, how to realize energy structure transformation, etc.This paper adopts qualitative and quantitative analysis, and dose an empirical research on Jilin Province.
