Study On The Optimal Structure Of Information Industry In Hebei Province

Information industry is the new increasing spot of national economy, which is astrategically new leading industry. On the one hand, developing information industry notonly creates huge wealth, but also impels other industrial productivities by seeping totraditional industry, thus, information industry has two times economic efficiency.Therefore, information industry promotes the entire national economy develop; On theother hand, information industry mainly relies on the development of human intelligenceresources, not the consumption of large-scale material resources, which causes thesustainable development to be possible; Finally, information industry development hasled to the development of culture, education, and service industry, which explores manynew employment fields and offers more occupation opportunities.In recent ten years, Hebei Province information industry has made obvious progress,but still has big disparity with our country's developed provinces and cities, from theaspects of industrial structure, development scale and so on. Hebei Province informationindustry's scale and development level are at the relative backward condition, which willbecome the "bottleneck" of economic development, especially with the high speed ofinformation technology development, Hebei Province is facing the pressure of the rapiddevelopment of information industry all the world. On the stage of information industryshifting around Bohai economical area, how to grasp the development opportunitydepending on region superiority has become the core work of correlated departments ofHebei Province.On the foundation of analyzing foreign and domestic research results, this articlehas defined the industrial category of information industry, elaborated the formingprocess and characteristics of information industry from the economic view, analyzed therelationships between information industry system and the social system from thesystematic analysis view, and at last confirmed the important status of informationindustry in the national economy; Have formulated the index system appraising thedevelopment level of information industry in Hebei Province by referring to correlatedspecialized literature, and evaluated the development level of information industry inHebei Province using factor analytic method, and the result demonstrates that from 1997 to 2004 the level of information industry in Hebei Province advanced year by year, butdecreased in 2005; Have analyzed the developing situation of Hebei Provinceinformation industry from two aspects of product structure and employment structure,and the result demonstrates the information industry structure of Hebei Province is notreasonable, the reason is that the manufacturing industry of electronic informationproduct is quite backward and the sub-industries of high-attached value developrelatively backwards; Have analyzed the coefficient between information industry andGDP in Hebei Province using the regression analysis method, the result demonstratesthere is strong relationship; Finally proposed several suggestions about informationindustry developing and structure optimizing, which are hoped to be beneficial oredificatory to the policy of information industry development in Hebei Province andeconomic development strategy.
