The private scientific and technological enterprises took in our country enterprise a sudden appearance of new force strength has obtained the fast development, gradually enhances in the national economy status, and has the pivotal function to our country economy development. But our country privately operated technical enterprise start quite is late, Enterprise's life quite is short .In the privately operated technical enterprise mid- and small-scale enterprise occupies the majority, the enterprise anti- risk ability is worse. Along with enterprise scale expansion, on the one hand as a result of our country at present labor market condition, faced with core talented person's deficient question, on the other hand as a result of the business management mechanism, human resource flow appeared to be frequent, and the staff loyal established with difficulty question.This article obtains from the enterprise life cycle growth stage, the union business management case, tries hard from the human resources management aspect to flow the management for the enterprise staff to provide the countermeasure and the suggestion. By analysis of cases from the side of the situation to reflect the employee turnover management problems that existed in the private scientific and technological enterprisesduring the growth stage. By drawing on the successful maturing of private science and technology enterprises and employee turnover management of foreign enterprises of the same mechanism exists to response to the issues raised in growth-stage private scientific and technologic enterprises and give suggestions.In this paper, use theoretical analysis and case analysis as a combination of methods for analysis, and do research on the base of these analysis.The basic contents of this structure consist of four parts: The first part is writing background papers on the analysis, including the basis for writing and research significance and so on. The second part of structure is the research literature by scholars at home and abroad. The third part of this article based on growth-stage private technology enterprises mobility cases and analysis of the reason for the existence of employee turnover. The fourth is aim for the third part of the staff analysis of the flow characteristics and the problems the maintenance of normal staff turnover and prevent the loss of staff, These include the inflow and outflow of staff management, strategic human resource management, corporate culture, job analysis, incentive measures, such as taking measures to protect enterprises reasonable turnover.
