Study On Evaluation Of Land Intensified Utilization Of Rural Settlement

Land is the essential resource for human's existence and development, it is an important foundation to realize sustainable development of human society. Our country is rich in land resources, but the farmland areas per person is less than 0.13 hectare. With the development of society and economy, non-construction land engrosses a large amount of cultivited land and brings on contradiction between people and land. Currently reserved land resources is in deficiency, and it needs great economic and ecologic cost, for the sake of solving problem, intensivise land utilization is in need.Because of the historical reasons, the forming and developing of rural settlements are generally spontaneous and lack of uniform planning, consequently most villages are confused in composition with large occupy area, and are extensive in land-use. With the aggravation of human-land conflict, tapping potentialaity of rural settlements is becoming the focus, and the intensive utilization of it becomes a question for discussion.On the basis of summerizing others related study, drawing on research findings about rural and urban land intensive use, the paper defines the conception and connotation of rural settlements intensfied use, and analyses some related theory. Then according to the principle and methods of constructing the indictor system, the article constructs comprehensive evaluation and village evaluation index system of land intensified utilization, the evaluation model as well. At last the paper makes an empirical research on Xiongji town.The conclusion as follows: Xiongji town is in low efficiency in rural settlement land-use, and among twenty administrative villages under Xiongji town, there are three that are in intensfied use, ten are in moderate use, and seven are in low-efficiency use. The potentiality is up to 412.48 hectare in low standard and 431.86 hectare in high standard.The investigation show that the reason that the intensity of rural residential land-use is comparatively low lies that farmers are short of law knowledge, management to rural housing land is not strict, the village distribution lacks the guidance of planning, land institution is not perfect as so on. Thus in order to promote the land-use intensity, the village planning must be enhanced, laws and regulations on rural housing land management must be perfected. And then we must carry extensive propaganda and education in intensive land-use, make strict nanagement on administration of law, promote land readjustment in rural residential area actively, build up the construction of central villages as well.
