With the vigorous development of dairy product industry in china, dairy cattle breeding section becomes the main pattern of the current milk source base. Its synthetic service system situation affects the efficiency of raw material milk. The overseas experience indicated that establishing the synthetic service system, of breeding, raising, suppling and so on, is the successful experience that continually expands the scale and production level of cow.The synthetic service system of dairy cow breeding of district is an organization system for the raw material milk production. Which takes the animal husbandry as foundation, takes the dairy industry development as power, and takes the raw material milk production as core. It is a part of agricultural socialization service system. According to the service body, it is consisted of the government correlative department, the dairy enterprise, the farmer cooperative organization and the folk service organization. Based on dairy cow breeding of district, this article researches on organization form, structure function, and movement mechanism of synthetic service system, proposes to construct the consummate synthetic service system and policy suggestion.
