Research On The Social Security Of Land-lost Farmers In The Urbanization Process

The urbanization is the historical necessity, and is an important characteristic of the modern society. The land resource has provided active space and place for the cities production and the life, is essential material base for the cities social economy development. The development of cities, brings the cities to use expansively the place. The massive agriculture used to take over for use, changed production methods on the land for thousands of years, changed the rights and interests of social structure, also stripped new social group——the land-lost farmers. The present laws and regulations haven't prepared for land-lost farmers'arrival, and themselves don't complete the preparation also, therefore the land-lost farmers lost their farms and are unemployed, become the persons of no forms, no employment, and no guarantees. If the question of the lost farmers cannot solve fairly and reasonably, then they continue like this life condition, it will be affect inevitably the social stability, and will create the hidden danger in the harmonious society. Therefore, the establishment and the consummation of the land-lost farmers'social security systems is imperative.This research mainly used the methods of the real diagnosis and the standard research, the qualitative and the quantitative analysis. First, the writer used the theory of the land rent, the land income, the equality right and on, to analyse social security function of lands to farmers, proposed that the establishment and the consummation of social security systems for the land-lost farmers to safeguarded their rights and interests is necessity. Next, through the analysis of urbanization developing process in Suzhou as well as produces of the massive land-lost farmers, the research studied the present policies in different angle about the land-lost farmers'basic life, the old-age insurance, the medical insurance and the unemployment insurance in Suzhou. And the writer interviewed the land-lost farmers about their life condition and the social security situation. Finally the writer summarized the experience, tried to find the problem, enhanced strong points and avoided weaknesses, put forward the corresponding proposal and the measure.Since Suzhou Municipal government has devoted continuously in the question of the land-lost formers, is exploring the construction of their social security systems positively. The government in the safeguard scope and aspects of establishing special bank accounts of social security has yielded certain results. But because Suzhou haven't unified the social security policy in the land-lost farmers, also each distract in the economy level of development as well as the development construction maturity is not all same, so it is unable to unify the standard. Some questions include the difficulty linking up between old and new policies, the difference on social security of the city scope, is urgently waiting further to solve and the consummation.
