Study On The Synthetic Evaluation Of Urbanization For Inner Mongolia

Urbanization is a process in the spatial system. Urbanization level can not only embody the economic and social development of a country, but also be the vehicle for economy and social development. It is an important choice to accelerate the urbanization level for our country to welcome 21 century, as well as an important strategy item in realizing modernization.Currently, the urbanization level is an important problem that domestic and international scholars are discussing with. It has been a knotty problem of how to reflect urbanization level. There are two ways to define urbanization level, they are single index and compound index. The paper bases on the experience summed up by our predecessors, takes Inner Mongolia as the object of study, makes use of the line to add the power and methods, follow to synthesize principle, prospect principle, local area principle, science principle, comparable principle, acquirable principle and quantities principle, put forward the index system to evaluate the urbanization level. The index system is made up of three levels, they are objective level, standard level and index level. The content of objective level is urbanization level; the lower level is standard level, which is made up of people urbanization, economy and social urbanization, space urbanization level, lifestyle and environment urbanization level, city and country urbanization, the drive level of the city to the region and educational urbanization. We select 24 index signs finally , and the Weight of each index are defined by using AHP and Delphi. Each index are dimensionless treatment by using the method of the law of fuzzy subordination degree.We use the urbanization level index system in Inner Mongolia, then evaluate and analyze the urbanization level of Inner Mongolia to valuate the urbanization level of Inner Mongolia by using the method of fixed quantity and determination, thus give a more thorough understanding to the development of urbanization of Inner Mongolia , discovering existent problem of urbanization of Inner Mongolia, looking for the strategy to push the urbanization of Inner Mongolia. On the other hand, to guide the urbanization of Inner Mongolia though building up the comprehensive evaluation system of urbanization, and make comprehensive evaluation of each league and whole district, provide suggestions to the development of Inner Mongolia urbanization, then making the government leading the urbanization following the goal of improving the economy and social development level and strengthening the sustainable development ability.
