The Research On Comprehensive Assessment Of City Science And Technology Capability

In the 21century that modern science and technology develops quickly , more and more countries and areas put a high value upon science and technology capability and make it as part of national competitiveness.IMD and WEF pay attention to science and technology activities in international competitiveness. Science and technology capability impels the economy development and becomes the real productivity .As the capital of Hunan province,Changsha plays the role of a nucleus and leadership in economy development. That how to enhance science and technology capability of Changsha city becomes an importmant issue that must be studied and considered seriously.This paper studies this question ,combining SEU's project"Indicators and systems of strengthening Changsha's construction of science and technology capability".In the base of collecting domestic and international researches about construction of science and technology capability, this paper analyzes construction of science and technology capability synthetically, summarizing meaning of construction of science and technology capability,evaluating indicators and evaluating methods. Investigating actuality of Changsha's science and technology,collecting data about science and technology fund,science and technology payoffs .This information indicates activities of Changsha's science and technology capacity ,also sustains our evaluation. After comprehensive study ,the paper points out problems about the science and technology capability actualities of Changsha.Then we bring forward countermeasures and suggestions to advance science and technology capability.
