Research On The Building Of Science And Technology Developing Capacity In Sichuan Province

Sichuan is an important province in science and education, with strong comprehensive strength and high science and technology research and development level. However, in the today of "Science and technology are primary productivity", there is a contradiction that scientific and technology province hasn’t become economically strong province, which means "fertile poverty", in other words, which is also called the asymmetric problem of socio-economic and technological development. To solve this problem, to scientifically establish the interactive strategies of regional development and regional socio-economic development, you need first to establish a new concept of development of science and technology integrated capability.Based on the data of Chinese scientific and technological progress monitoring and evaluation system and the report of Chinese regional innovation capability, this paper focuses on development of science and technology integrated capability in Sichuan province, analyzes the level of scientific and technological progress in China and the basic characteristic of distribution of regional innovation capability in China, so that recognize that there is a characters of "Exogenous" in Science and Technology Strength of Sichuan province, and no directly strong promotion of Regional Economic Growth from High-tech industry in Sichuan, and the importance of Urgent strengthen in Strength of local science and technology in Sichuan. It should lower the focus of technological progress for Sichuan, and be pointed out that the quick development of economy and science and technology in Zhejiang Province attributes to structure of advanced "science and technology absorbed capability", and also attributes to the process of caring about the question that the overwhelming majority of people rely on science and technology development. Finally, it has been proposed that it’s necessary for Sichuan to carry out "Popularization of science and technology development strategy". It will be performed not only by the improvement of "science and technology supplied capability", but also by the improvement of "science and technology absorbed capability"Sichuan’s scientific and technological progress not only to "heaven", at the forefront of science and high technology field and create something, do something; but also the "site" and let the masses know technology, understand technology, use technology, to fully enjoy science technology bring to mankind a great favor.
