Based on the enterprise development needs, human resource management provides the company management with optimized guidance, support and services. It also provides the company with reliable human resources support and assurance for achieving strategic development. As an important management application to ensure the enterprise development goals attained, human resource management plays a prominent role in the modern enterprise management. The traditional personnel management centered with things, based on hysteretic transactions, such as the talent recruitment, wage accounting, personnel and so on. While the concept of modern human resource management is a dynamic management that really people foremost, which introduces talents resources, manages the strategic and long-term development as the management philosophy. The modern human resource management is a branch of management science, which takes personnel training, programming and rational allocation as management mode; takes management software, computer information, data analysis as management tool.In the current enterprise human resources system, the query and recording of information and basic data can be basically realized, such as recruitment resume screening, training, project record, check system statistics and so on. The using of this system can improve the efficiency of personnel work effectively, and implement personnel daily management informationization. But with the expansion of enterprise personnel, how to realize the goal of human resources development strategy, strengthen the construction of talent team, manage the existing staff liquidity, design and plan talent career, have become important problems that enterprise faced. An effective human resource management system not only contains enterprise daily application of information technology, but need human resource crisis management early warning in time, through the crisis anticipation and emergency plan design, implementation, and a series processes.In this paper, aiming at some modern management enterprise, we analysis the present situation of human resource management and existing main problems, attribute human resource crisis into the enterprise risk prevention, find the direction and measures for solution through the representation of human resource growth and talent misallocation crisis, combining with the practical situation and construct crisis early warning management system.This article obtains from the requirements of the human resources crisis management system, and then builds a complete set of crisis early warning system by establishing functional module structure, using software engineering methods to design the system architecture and processes, allowing enterprise to implement online management and solve the problem of human resource crisis at the same time. With the early warning indicators monitoring, this system can be used to analyze quantitatively the human resources crisis management of targeted company both in present situation and various influencing factors, and analysis the main problems directionally, ensure management to formulate corresponding countermeasures quickly and reduce or avoid risk enterprises human resource crisis problem. This system plays a more important role in human resource, and provides the enterprise manager a more appropriate management.
