With the continuous improvement of global economic integration, high speed economic development provides a good environment for port development. Port enterprises, especially the TPY company, as the shipping market in services, its human resources growing influence on the survival conditions of enterprises. In 2015, the TPY company implements the complete container throughput of 2 million TEU. Although TPY company has established a relatively perfect human resource management system, we can find the constraint which could limit the company’s rapid development still exist, the human resources crisis could lead to slow down the pace of TPY company. Therefore, it has important theoretical and practical value for the TPY company that create an early warning system for face the human resources crisis and present a pre-control program to minimize losses and promote long-term sustainable development of the enterprise.This study will research the domestic and foreign enterprise crisis management theory and countermeasures, especially the crisis of human resources management, combined with the status of TPY company’s human resource management and its problems to pre-build human resources crisis warning system of the TPY company enterprise. It mainly includes the model of the TPY company human resources crisis early warning, workflow analysis, index selection and determine the aspects and evaluation of early warning indicators and system. Firstly, this article will set three level indexes to build the system of the TPY company which could early warn the index of human resource. Next, it will use "Analytic Hierarchy Process" (APH) to determine the importance of each index. Finally, this study will use "Fuzzy Comprehensive Evaluation Method" to determine the specific human resources crisis warning degrees. Through empirical research TPY company’s actual situation, it could collect data of early crisis warming degree in different agreements. After that, it could get the result that the company’s human resources early crisis warning is in lower degree. At the end of this paper, with previous research, it will present the relevant conditions and corresponding treatment measures which should be prepared in the solving process of human resource crisis. It hopes that this system would be able to provide practical advices for the future development of TPY company.
