Distribution is the most elementary section in logistic system. The problem which is how to provide timely and satisfying services to customers has being the focus to logistics companies. However, in practical operations, there exist numerous uncertainties. Uncertain events such as car accident, traffic jam, vehicle breakdown, bad weather etc, always change the distributing conditions. These changes usually come beyond the original distribution plan. Regularly, they lead to service delays or cancellations. The original plan is disrupted in this time, and negative effects to logistics companies follow behind. On this occasion, how to deal with disruptions so as to minimize the impacts to logistics system becomes the key issue.As a methodology of handling disruptions in real time, disruption management chiefly settles such kind of incidents that happens frequently. According to embodied scenarios and characters of disruptions, the corresponding model and its algorithm are constructed to generate optimal adjustment scheme for decision makers as soon as possible. Based on the concept of disruption management, the delaying problem is solved, which is known as the most typical and frequent problem during distributions. With the goal of minimizing the deviations from the original plan, the disruption management model of delaying problem in logistics distribution is constructed. The main researches in this paper are as follows:(1) On the basis of the deviation measurement analysis, the measurement methods of customer satisfaction, route alteration and systematic deviation are presented. Then the solution of the delaying problem in distribution is confirmed.(2) According to the methods of deviation measurement, the disruption management model of delaying problem in logistics distribution is constructed under the background of single vehicle routing problem with hard time window. This is the core of the paper.(3) Solve the disruption management model by the algorithm of Hybrid Ant Colony System, and obtain the disruption adjustment scheme rapidly in real time.(4) Apply the model and algorithm to a case which comes from a logistics company. The result shows that the proposed model and algorithm are available and effective.The presented disruption management model of delaying problem in logistics distribution is proved to be efficient in minimizing the impacts of disruption events which result to service delays. It reduces the drop of customer satisfaction and the rise of the costs.
