As the service provider to public and public organizations of the society, most of the service organizations are confronted with the unavoidable reforming trend which is to promote its efficiency and quality of service. In the process of the reforming, most of these public-sector organizations will be converted to enterprise or service organizations with enterprise management. Therefore, it will be necessary and urgent to adopt the human resource manager system, especially performance management system of enterprise in advance.Sichuan Meteorological Information Center, which provides meteorological information and information technologic service to public and other meteorological organizations in the province and southwestern china, meanwhile faced with the reforming, is a typical service organization of this sort. According to its internal condition and external circumstance, to apply performance management system of enterprise into itself to improve its performance and the quality of its service is active and significant.Introduced some concept and theory of performance management, analyzed the situation of public-sector organizations, mainly around the topic to conduct the performance management system of enterprise, this thesis made full use of performance management theories and methods of enterprise, and combined these with the characteristic of MIC reality to design a new performance management system, and furthermore, implement it in practice of MIC. Relevant performance evaluation and feed back was taken into account along with the process, and the effect was positive. As the innovation of MIC has just come into being for a comparatively short time, there are still many bug existed in the system, but more effort and further improvement is expected as our next work. Otherwise, this paper is a helpful and valuable reference to similar public-sector organizations.
