With the development of the society,the economy of different countries have blend into each other.After accessing to the World Trade Organization, China is facing the opportunities and challenges from the global economy.The central bank, country's highest monetary and financial management organization,is in the critical position of steady development of national economy.Only the correct formulation and execution of the national and regional economic policy, can maintain the steady growth of the economy of our country in this weak global economic environment.To maintain this momentum,the core elements is talent.The validity of human resource management is in a top priority.The performance management is the most important part of human resource management.With the arrival of the era of big data,the daily work of life is producing a huge amount of data.Big data information technology is used in all aspects of the unit,and have improved the work efficiency.How to establish and improve the effective performance appraisal system in the era of big data have became a subject worthy of further research.This article starts from the background of the big data era,and work to apply the big data information technology into the construction of performance appraisal system.First of all, this paper introduced the related theories of performance appraisal and management information at home and abroad. Secondly,this paper introduced the organization structure and personnel structure,described and analyzed the advantages and disadvantages of the current performance appraisal system. Thirdly,according to the characteristics of the department,division of institutions and different levels of staff,developd indicators and indicators of content,and determinedthe weight of indicators through the analytic hierarchy.Finally, with the aid of big data information technology,it delimited different platforms,designed performance appraisal information system,fittd with 360-degree evaluation method.Taking RHXY center branch as an example,and taking big data era as the background, combined with the theory of performance appraisal tools and big data information technology,it designed a set of performance appraisal system in line with the current characteristics.The system embodies the fairness, justice and pertinence of performance appraisal, and fully guides and exerts the collective positive energy of the department.It brings a new way of thinking for the innovation of performance appraisal management, and has important significance for reference.
