With the acceleration of economy globalization and the advent of knowledge economy era, enterprises are facing more and more intensive competitions. As a modern management tool, performance management enhances enterprises the competition capacity and provides important guarantee for sustainable development of enterprises. The fulfillment of performance appraisal methods directly influences not only the appraisal efficiency but also the appraisal results. Over-emphasizing the results and paying little attention on the process control, traditional performance appraisal methods are on longer adapted to the modern management. Thus more and more enterprises are exploring new methods for their performance appraisal. Management by object (MBO) as a scientific management method emerges: discussing and specifying the work objective, managers and staffs of all levels undergo self-controls and self-evaluations in order to motivate and improve job performance. This thesis studies the way a company builds its MBO-oriented performance appraisal system and how to put into practice by the means of management information system. Combining performance appraisal with performance management, MBO-oriented performance appraisal system conducts phase-disintegration on the strategy objective and fulfills plans, guidance, appraisal and incentive of the performance management in the process of MBO's planning, implementation, inspection and feedback. Owing to quick transmission and feedback of the management information system, managers can better control the key process. Thus they can make full use of performance appraisal methods in orienting and incentive to realize the combination management and process. Comparing with traditional performance appraisal methods, MBO-oriented performance appraisal system can fully reflect staff's performance through innovations in appraisal methods. Meanwhile, applying management information systems, the results of performance appraisal are fairer, opener, more objective and more accurate, avoiding drawbacks of traditional performance appraisal methods.This article fully elaborates theories and main methods concerning MBO-oriented performance appraisal system and management information system and demonstrates an overview of their current situations at home and abroad. Following the process of "question, analysis, solution", presented are the status quo and existing problems of performance appraisal system in ETSONG INDUSTURY CO., LTD. With questionnaire, this paper makes a detailed demand analysis about MBO-oriented performance appraisal system. Based on relevant theories and the company's current situations, this paper combines performance appraisal with performance management and makes it work well through the management information system. Finally, this paper analyses problems in designing MBO-oriented performance appraisal system and makes a prospect in its development. The MBO-oriented performance appraisal system by management information system leads ahead in domestic performance appraisal practices. It is practical for the performance appraisal management in ETSONG INDUSTURY CO., LTD. and also offers reference for other companies in designing suitable MBO-oriented performance appraisal system.
