Under the background of the informationization and era of economic globalization, the competitions among companies become more and more fierce. More and more domestic enterprises become aware that they can get leading position in the intenal and external market competition with the help of talented persons. Thus reasonable and effective performance appraisal is an important way to retain talented persons and to stimulate their potential. As a consequence, performance appraisal is the point and crux of human resource development and management and also is a vital factor leading a company to success or not. Traditional manual appraisal is not only such a paper-waste, time consuming and exhausting method, but also increasing the calculation task and probability of statistical errors and making difficulty for human resource management. Therefore, it is urgent for enterprise to establish a computer aided performance appraisal system to increase work efficiency.Based on performance evaluation theory and management information system theory and combined with the performance appraisal reality of HW Construction Co., Ltd, this paper deeply studies the subject of how to evaluate the indirect employee's performance. The author designs a set of appraisal indices system for indirect employee in construction company and develops a practical and operational performance appraisal information system after system analysis, database design, etc. It realizes the functions of online selecting evaluation team members randomly, online evaluation, viewing the histogram of performance assessment result, result check, form print, employee management, etc.This performance appraisal information system authorizes different legal power to different customers in using and managing the database to guarantee the system safety. After being put into practice, it shows that this system can greatly save manpower, material resource and time, and can avoid statistic mistakes and artificially operating the evaluation results in the greatest extent. This will provide useful reference for other companies to design and develop their performance management systems.
