The aim is to analysis feasibility of the new pattern,to form a kind of old-age pension which the government mainly takes part in, by this manners to create the citizen's confidence to the privatization of the endowment insuranceThere are five parts in the structure, the first is about the reasons of the domestic and foreign that those have cause old-age insurance reformed, and what is going about the old-age insurance analysis on the base of demography in the world; the second is a comparison of the right patterns and actual forms about the old-age insurance, and a comparison between the private pattern and the pay by the name pattern, quoted domestic scholar's research results, analyzed the influence to the capital and welfare by adopting the two patterns. In addition, considering the situations of China, especially the relevant situation of the old, the article describes the private pattern. At last, correlated the situation of Guangdong Province the conclusion is feasibility.The article is a new old-age insurance pattern which is proposed by summarizing and generalizing the old patterns, It is different to the complete privatization of old-age insurance, which emphasizes the supervision responsibility of the government.
