A Study Of Human Capital Investment And The Transference Of Rural Surplus Labor Force In Xinjiang

The development of rural education is lagging behind, rural residents have low levels of education, poor comprehensive quality and weak market employment, which have a direct impact on the transfer of rural labor force. Education is the most important investment in human capital, analyzingthe relations of rural human capital investment and labor transfer, we conclude ways that strengthen investment in rural education . it is a great significance for promoting the transfer of rural labor force, promoting Xinjiang's economic development, accelerating the building of new countryside.In this paper, studying the relations between rural human capital investment and labor force, analyzing the current human capital in rural areas of Xinjiang, as well as the insufficient investment in human capital reasons, using qualitative and quantitative analysis, we conclude that human capital investment is the main factors to impact the transfer of rural labor force ,therefore we should strengthen investment in rural education in order to promote the transfer of rural labor force.Rural labor transfer and investment in rural education has closely related. On the one hand, investment in rural education can promote the transfer of rural labor, rural education development can increase their quality and competitiveness, it also can provide the condition for the transfer of rural labor force in order to conduce the transfer of rural labor force; On the other hand, the transfer of rural labor force can promote the development of education ,it is higher level of education of the rural labor force, it is easier for them to transfer, and workers have access to higher income.Contrarying to Xinjiang's rural areas investment in human capital and labor force status of the transfer in this paper, we put forward the policy recommendations that speeding up investment in human capital in rural areas in order to promote the transfer of rural labor force. First, further changing the concept , Government should increase the investment in basic education, as well as the support of vocational education, and strengthen basic education facilities, improve the quality of compulsory education; Second, farmers have to strengthen their own human capital investment, to study scientific and technological knowledge, and enhance the health of their investment; Third, actively to raise human capital community, vigorously develop civilian-run education.
