With the coming of the knowledge economy era, human resource management (HRM) has become the basis of competition and an essential part of core competence for business enterprises.Using the China Petroleum Pipeline Bureau (CPP) as a case, this paper deals with the human resource management and development of the Chinese state-owned enterprises, especially the petroleum enterprises. The paper first briefly introduces the history of HRM in the state-owned petroleum enterprises, and then it goes into details about the current situation and major problems of the China Petroleum Pipeline Bureau in HRM. The paper analyzes the causes of the problems and tries to find ways to solve the problems. The paper gives suggestions on human resource recruitment, training and development, motivational techniques, and performance appraisal.
