Improvement Research On The Operation Of The Pipeline Bureau HSE Management System

With the development of the world economy, many enterprises especially the petroleum and petrochemical industries have paid more and more attention to the HSE management, and the performance of HSE decides the position of the enterprise in the fierce competition, even it can decide the survival of the company. Due to the risk of the petroleum and petrochemical industry, how to control accident becomes the focus of the enterprise management, the introduction of HSE is the milestone of the petroleum enterprise, and how to make use of the HSE system to improve its level becomes the key for each big enterprises to develop sustainably and win in the market competition.This paper is based on the pipeline bureau(belonging to china national petroleum corporation) HSE management improvement project, combined with the HSE management status which accidents happened frequently in recent years, finding the pipeline bureau key issues existing in the operation of the HSE system management, analyzing and inducting these problems and putting forward with the resolutions. Making HSE system can work effectively, provide soil for the enterprise production, save the energy and resource, reduce the cost, create economic profits, improve the social imagine of the enterprise, constantly promote the CPP in line with the international standard, set up a good brand, and lay a solid foundation for realizing the goal “becoming the number in the domestic, the international first class pipeline engineering general contractor”.
