The Study Of Scientific And Technological Policy-Supporting System To Develop The Circulatory Economy In China

The circulatory economy is a new mode of economic development practiced in western developing countries in recent years, which achieved excellent economic, social and environmental efficiency in their practice. The circulatory economy, after the stage of preparation and theoretical advocating, is now in the vital stage from the experimentation to comprehensive advance, so it became a problem to solve to make out the feasible policy of science and technology and help this kind of economy to further develop based on the real situation of China and the successful experience of developed countries.This dissertation firstly introduced the historical background, definition, principle of the circulatory economy, as well as the basic definition and structure of the scientific and technological policy, and proved that to develop the circulatory economy it is necessary to have the proper scientific and technological policy to guarantee and support. Secondly, it introduced the related policy, law to develop the circulatory economy in developing countries such as German, Japan and USA, and the revelation of their experience to us. Last but not the least, this dissertation analyzed the system of scientific and technological policy to develop the circulatory economy in China and the possible problems, and put forward the scientific and technological policy-supporting system.: basic research, method and policy, technology, innovation, code and law system.
