As social and economic development, China's urbanization and industrialization have access to high-speed development stage, while the gap between urban and rural areas, urban and rural irrational utilization of land resources development and other social disadvantages also gradually becoming apparent, restricted economic development. Therefore, urban and rural land use, optimize the site structure and layout is particularly important.This paper summarizes research of domestic and foreign, Weinan City, Shaanxi Province Chengcheng County for the study of urban and rural construction land, with ArcGis, SPSS and other software to analyze status and dynamics of urban and rural construction land, estimated overall potential of urban construction land, design co-ordination scheme, the corresponding implementation of measures to co-ordinate land by urban and rural construction land use structure optimization, alleviate land conflicts, and promote social and economic development. The main conclusions are.(1) Analysis of current situation of urban and rural construction land and the dynamic evolution of 1999-2008. The composition of the urban and rural construction land, rural residential land percentage is too large, up to 86.53%, is 6.4 times the proportion of urban land, lack of coordination of land use structure, In the 1999-2008 decade, changes in urban and rural construction land can be divided into three stages:1999-2000, rapid increase,2000-2004, a sharp decrease,2004-2008, slowly increasing, resulting in reduction of the main reasons for urban and rural construction land is a decreasing proportion of land mines.Spatial evolution of urban and rural land for construction of regional differences in large changes in intensity of the larger towns are mainly distributed in the northern county Shanhua Township, Luo Jia Wa township, central, and south of the Temple Founding rural towns and Wei Town.(2) The potential of urban construction land overall measure. The per capita standard of rural residential land use law correction model estimates the reality of rural residential potential of co-ordination, while the target year forecast increase in the amount of urban construction land, and the co-ordination with the potential for rural residential comparative analysis, the following conclusions:By 2020, the co-ordination of rural residential potential is far greater than the increase in value of urban construction land to meet the task of co-ordinating urban and rural construction sites, but recent in 2015, its real potential value is small and could not complete the task co-ordination of urban and rural construction land, In this regard, the proposed phased return to turnover targets and measures for the first replenishment.(3) The spatial analysis of the potential of urban construction land co-ordination.
