A Study On Economic Mobilization Infomationization Project Management

Since the middle of the 20th century, with the rapid development of information technology and its application in various fields, the information, intelligence and technique contained in the modern war and emergency response has played a more and more important role, the knowledge and the information has become the decisive factors to win a war or to propose a proper emergency response. Therefore, it is necessary to let all the levels of Mobilization Organizations to know how to combine the Economic Mobilization with the modern information technology and how to carry out the Construction of Economic Mobilization Infomationization in a systematic and organizational way.In this paper, the concept, the research background and the main aspects of the research of the economic mobilization are first illustrated; then the characters of the Economic Mobilization Informationization Project (EMIP) are given; in addition, the paper analyzes the whole process of the project management through its startup, plan, implementation, control and ending. Moreover, the paper states the key points of each step, summarizes some experience of the management of the EMIP and prospects the future of the development of EMIP.The paper, which is based on the theory of project management and the theory of the system engineering and which incorporates the practical management of the EMIP in Hubei Province, gives a basic research of the project management process, the organizational structure and the implementation process of the EMIP in a province-level. It sets up a model for the organizational sttrccture of the EMIP, enumerates some examples of the management process of the EMIP, and gives the method to manage the EMIP.Based on the deep research on the theory of project management, the experience and lessons learned from the project management practice of the economic mobilization, incorporating with the case of EMIP in Hubei province, the author tries to illustrate the basic concept, method, process and skill related to project management in a simple way, summarize some conclusions in the EMIP and the author hopes this will offer some help to the colleagues in the field of economic mobilization.
