Our country's air transportation's development has the intense colour of planned economy for a long time. With the development of socialist market economy and the deep-going of air transportation's reform, the monopolization of it is being broke step by step . Nowadays, our country's air transportation is one point five times as quickly as that the national economy increase. But, compared with the other advance industry, the general level of the air transportation's HRM lays behind about five to ten years, and the situation of the air transportation's HRM can not coordinate with the need of new develop situation. The main manifestation includes: the storage of professional person is insufficient; the capacity of foster is limited; the composition of air transportation is out of balance; the whole quality is waiting to be enhanced; human affairs, physical and distribute system reform are waiting to be deepening; the idea of human resource development is backward; use and management's long-acting mechanism is waiting to be consummated and so on. Under the planned economy, the old air transportation education system can not suit for the need of the talent. Then, accelerating the air transportation's HR development and management is the base of realizing air transportation develop strategy. Therefore, we must introduce the HRM idea, re-examine the existed air transportation talent foster pattern again, and use the theorem of strategic management to conduct our talent fostering, reform our strategy of talent fostering.The human resource management and opening is a system project, this article just uses the foster strategy of talent to be basic idea, standing on the hight of industry development, starts with the perspective of its main department, plans the air transportation's HRM scientificly during the "eleventh five years plan"and takes the Air Transportation flight College as an example, discusses the foster way and strategy of the talent emphatically. Firstly, the thesis tells the connotation of HRM, analyzes the ideas related. Then, the thesis reviews the developing history of air transportation, describes the develop situation of air transportation, discusses the develop opportunity and points out its developing bottleneck-the construct of HR team is not good enough. Then the thesis proceeds to the next step that analyzes the air transportation's HR situation and takes the prop professional person of this industry-flight talent as an example. Then, according to the perspective of industry, this article forecasts the need condition of talent in the future ten years. On this base, the thesis expounds the education and fosters pattern of this industry. Through the contrast research to the foster model interior and overseas, the thesis analyzes the model of recent flight person, forecasts the development change, and discusses the model creation. Lastly, this article describes the challenge and trouble it faces to. According to the testing research, this thesis fosters the professional person from two sides, the one is initial train and the other is be on the job train.
