In the 21st century, the world economy is dominated by knowledge economy. High-tech industry, now the driving force behind the world economic growth, becomes a key indicator of a country's national strength. Equipped with expertise and specialized technologies, and eager to make innovations, the new and high-tech enterprises in this industry not only bring life to regional economy and this emerging industry, but also contribute to the industrial upgrading and enhancing the competitiveness of our economy.Among all high-tech enterprises, the small- and medium-sized ones become very impressive as they are large in number, fast in growth and flexible to manage. However, given that the high-tech industry in China is still in the fledgling period, many enterprises in this industry are operated in absence of advanced managerial expertise. In the particular case of human resource (HR) management, insufficient expertise has given rise to great loss of talents, crippling the development of the enterprises.This paper analyzes the status quo of talent flight in the small- and medium-sized new and high-tech enterprises in China, finds causes to this phenomenon, and seeks for solutions to this problem using methodologies of organizational behavior and HR management. In addition, a specific case study is also used in this paper to shed a light on how to stop talent flight and furthermore, how to attract more talents and give full play to the capabilities and potentials of the people so that the enterprises would secure their human resource and finally translate the intangible assets into stronger competitiveness.
