It is definitely the talents that the most important element for sustainable development in the 21st century. Man is the most active factor of productive forces and human resources are primary of all. The key to promote company development is to give full play to the productivity of talents. At present, the rapid development of economic globalization, technological advances, and emergence of new knowledge and ideas intensify competition among enterprises. People’s knowledge and ideas need to constantly update, technology and skills need to improve, just like a boat sailing against the current, it must forge ahead or it will be driven back. Human resource planning is not only a fundamental work but also the starting point and expected end of human resource management. And the goal of human resource development is to enable personnel to meet the requirements of personnel structure and competence.This article is illustrating corporate strategy, human resources, human resource planning and other relevant concepts on the background of Beijing Chemical Industry Group Co., Ltd. (BCIGC). Starting from current situation of BCIGC, the author collected data on the statistics of structure and quality of its human resources and analyzed the Group’s strategic objectives for cultivating talent, thus determining current and future talent demand and reached a conclusion that existing composition of human resources could meet the needs of enterprise development. It is dispensable that the Group has fully utilized " the Eleventh Five-Year Period " as an inflection point to achieve a smooth transition and a steady increase in "the Twelfth Five-Year Period ". Therefore, this articles maps out human resources training programs for BCIGC in the next five years from the perspective of tapping the potential of internal training and further develops a series of planning and implementation measures to ensure that the planning scheme can be effectively executed. Implementation of planning will be able to ensure the orderly conduct of human resource management, help solve the bottleneck in human resources, enable the Group to have the right people at the right time, so that the Group can create and maintain core competitiveness, embrace enterprise achieve competitive advantages to realize its strategy goal.
