Therefore, the use of rural energy and protection of ecological environment are regard as strategic mission which develop agriculture and rural economy, they have been taken seriously at policy level.The low effect usage of low-grade energy and the unreasonable structure are the feature of our rural energy consumption. The shortage of rural energy leads to the dependent on biomass energy excessively. The use of biomass energy gives first place to direct combustion. Its calorific efficiency is low and brings seriously pollution. All of these lead to the ecological environment worsens and shortage of resource. Therefore, develop the renewable resources; improve the production and consumption of energy; raise the energy use efficiency; promote the sustainable development of agriculture; these will become the urgent task in the construction of new rural area.Jiangsu is one of four scale-rization development of regenerate resource experimental unit provinces. Its renewable resources, like solar energy, wind energy, biomass energy, are rich. Nanjing as provincial capital of Jiangsu has projecting superiority in area. At the same time, the rural energy job develop in Nanjing is earlier. Now there has been established four rural area family using biogas. See from the structure of population and industry, the urbanization rate of Nanjing is comparatively high. The develop of agricultural product and trade lead to the increases of peasants' off-farm income, and transfer the rural labor to enterprise step by step. Therefore, study on the rural energy decisions of Nanjing rural area will be able to understand the rural energy decision in urbanization, and easy to make policy. The analysis of the policy of extending new energy is good on finding out if the policy is suitable to the urbanization or not. This will be good to other similar cities.In the past, the research on rural energy decision is few, and limit on the poor area where these is rich resources. Therefore, this paper select Nanjing where is developed as study object. Through the regression analysis on 266 household, we get the impact of family characteristic factor, income and stove. At the same time, this paper analysis the will of household who use biogas in the investigated region, and get suggestion on policy.
