Since the industrial revolution and the emerging of the Great Depression, unemployment problems accompanied by the development of the economy and the progress of technique which has been plagued by the modern economy. The existence of massive unemployment will affect a country's economic development and social stability; therefore, many countries set the solution of unemployment question at the first-place concerns in a country's economic and social policy. Unemployment insurance is an effective policy which a state or government to ease the pressure of unemployment and promote employment in the community have been taken.From formally establish operations in 1986 to now, China's unemployment insurance system has played a positive role in many aspects and maintained social stability, it resulted in considerable progress of unemployment insurance. However, as China's economy continued to accelerate the pace of reform, economic restructuring strengthened, currently unemployed total has surged drastically and the unemployment rate has risen yearly, the existing unemployment insurance system has exposed many problems which unable to meet the demand. Facing such situation and the pressure, we must establish effective operation of unemployment insurance system。In order to shorten our groping on the road ahead of time, the most direct way is to learn from foreign experience in the unemployment insurance system, with China's national conditions to improve China's unemployment insurance system. Looking at foreign developed countries the unemployment insurance system, the experience and development trends, the United States established relatively late, but has created a sound and scientific system, particularly the United States unique federal-state co-management system, and keep the unemployment rate, and promoting employment has played a very active role.This paper is based on experience and explore the road of thinking, by describing the unemployment insurance system development process, composition and the management structure and etc, the article analyzed unemployment insurance system characteristics in U.S.A. Finally, it comprehensively analyzed and researched the problems which existed in unemployment insurance system, then referred to the unemployment insurance system experience in U.S.A, proposed the establishment of the unemployment insurance system which with Chinese characteristics countermeasures.
