Since 1990s, as the swift and violent development of science and technology, the trend of the economic globalization enhancing day by day, constant promotion of the division of labor in society and specialized level improving constantly, the market competition is becoming more and more fiercer, there is no one enterprise can have high-level synthesized competitiveness for a long time, utilizing global resource rationally and wrapping up non-core business are effective means which improve competitiveness of enterprise. With the development of economy, the logistics demands of enterprises increase day by day, third party logistics (TPL) becomes one of the topics that enterprises care about most. Proved by a large number of practices, the high-efficient TPL activities play an irreplaceable role in strengthening enterprise's key competitiveness, improving the appreciation service level, reducing the logistics cost, optimizing internal and external resources etc., it can not only meets enterprise complicated and changeable logistics serve request, but also promotes flourishing development of TPL industry.But the functions of the TPL depends on the logistics supplier's level and strength to a great extent, it's hard to have overall and accurate understanding and assurance to the level and strength of the logistics supplier, which in the course of cooperation between enterprise and the third party logistics supplier (TPLS), especially in choosing the logistics supplier, therefore, it causes both sides' expectation become too high or passive. However, present existing appraisal method has its limitation, so it is the key for the enterprise to success that build the choice models of the effective TPLS and choose the suitable TPLS ,all these have realistic meaning and should be solved urgently too.The paper discusses the appraisal and choice method of TPLS just under this environment. This paper regards logistics outsourcing theory as guidelines, the principles are theory combined with reality, macroscopical combined with microcosmic research, theoretical combined with practical research and qualitative analysis combined with quantitative analysis.This paper outspreads with the following clue, firstly, this paper explains concepts and development of the TPL and the TPL enterprise; Then sets up the principles that appraise logistics supplier and Evaluation Index System of logistic supplier on the basis of suppliers appraised and studied originally, which combining logistics supplier's real characteristic, the EIS include five factors such as the supplier's strength index, service index, development potentiality, alliance, service price. This evaluation index system offers reference for enterprises to choose TPL serving and overall appraise logistics supplier.There are a lot of methods to appraise the logistics supplier, after analyzing these methods, this paper chooses the suitable method——the Analytic Hierarchy Process and Vague Synthesis Evaluation, then builds the model of choosing TPLS, finally, taking one food Co. Ltd. of Hangzhou as an example to make out the feasibility of this index system and model, offering the objective basis to choose TPLS for the demanding enterprises.
