However, In the process of policy implementation is gradually revealed some problems.This article to conduct research summary based on the domestic and foreign related medical insurance of flexible employees and relevant theory, useing the literature analysis method to define and sort out the concept of the flexible employment and flexible employees, in China and some areas of urban basic medical insurance policy of flexible employees undertakes contrasting analytic, find out the some common problems existed in policy design.Secondly, the paper taking Shijiazhuang city as research sample, through research, the design of the questionnaire, grant the questionnaire, interviews and other methods to investigate status on urban flexible employment personnel participating in fundamental medical insurance, and the paper do the univariate X test and multivariate Logistic regression analysis to obtain the flexible employment personnel’s characteristics data, found that age, the original nature of work, monthly family income per capita, educational level and household situation is the important factors to affect urban flexible employment personnel to participate in the basic medical insurance. Through the comparative analysis method about the basic medical insurance policy response, basic medical insurance policy awareness, willingness to carry basic medical insurance between two categories flexible employment personnel of participate in the basic medical insurance and not participate in basic medical insurance, finally determine the insurance policy whether apply to the town of personnel of flexible obtain employment or not, the uninsured why not insured, the insured workers continue to be insured willingnesses, insured and uninsured to participate in the basic medical insurance problem such as worry make an explanation issues.Finally, the paper make the empirical analysis result as the basis, put forward suggestions to improve the basic medical insurance policy of flexible employees.
