It's the extension and development of the scientific and technical research. It's not only the important support to the universities but also the window that universities offer technique, Promote the combination of education and economy, bind and serve society. The high & new technology enterprises of the university is high-tech enterprises in the nature. In high-tech enterprises of the university managers, Technological research and development, technical workers and others as representatives of human capital plays a more and more important role. High-tech enterprises of the university to get faster development, We must establish an system in the base of human capital , We must solve the driving mechanisms for the development of high-tech enterprises, The system of property rights, and governance and management issues, to establish an effective corporate governance structure model.In this paper, the strategy for sustainable development of the domestic high-tech enterprise management theory and practical application of the system , and with the current development of High-tech enterprises to conduct a comprehensive study of existing problems in its connotations.
