Kaiyuan Group, as a resource-based private enterprise, accomplishes an annual turnover of 4 billion RMB after few years'development, ranks ninth in domestic agrichem industry and first among the private enterprises in this industry. Attracting extensive attention for its amazing development speed named "Kaiyuan speed", Kaiyuan Group becomes one of the largest enterprises which cultivated and supported by the government of Sichuan province. On researching a group like this, no doubt we will think over the answers of the following two questions firstly. One question is why can Kaiyuan Group develop itself so rapidly. The other question is how can private enterprises develop consistently in the future.This paper discusses the above two questions in depth by the application of resource-based theory, theory of ability, continuable competitive advantage theory, and some analytical tools and methods of strategy management. On the basic analysis of the relations between private enterprise resource management and sustainable development, the paper finds the reason of Kaiyuan Group's successful operation in the past few years. The growth process of Kaiyuan is a process of constant access to getting the resources and using the resources: Firstly, the group gets resources by merging, expansion, extension of industrial chain, direct acquisition, and other means. Secondly, the group combines and utilizes the resources by the establishment of a scientific management structure and a professional team, the enhancement of the management level and the production and marketing capacity, and building of the brand and corporate reputation, and some other way. Thereby the group creates enterprise's core competency, constructs industrial entity's competitive advantage, and establishes an "Evergreen" development basis.From the development of Kaiyuan, we can conclude that the ability to get and use resources leads up to the enterprise's rapid development in the past and will form the core competency of the enterprise's sustainable development in the future. Then the article analyzes the opportunities and threats, advantages and disadvantages in a round that the enterprise faced with. According to the Kaiyuan's willing, mission, philosophy, and the spirit, the paper conforms the development ideas "resources for priority", as well as conforms five development strategies as the following:To acquire resources in fertilizers, chemicals and related field, expand the operation scale of chemicals &. fertilizers, and consolidate the main businesses status by integration strategy, marketing strategy and network-building;To acquire mineral and land resources, decentralized operating risks, increase profit growth by the diversification strategy;To acquire resources from international market, expand the scope of the enterprise market, and enhance the international competitiveness by the implement the international strategy;To provide adequate funding sources to meet all the business demand by capital operation strategy;Finally, to guarantee the reasonable use of resources, and the application of whole strategy by the function strategy, esp. optimizing functional departments which support the whole system include HR, information, culture and management department. It's evidently that the future of Kaiyuan should get and use resource broader and more powerful, along with the way of past successes, adequately play the resource management potentials and capacities.The research results of this paper not only have reference to the development of Kaiyuan, but also have reference value to other resource-based private enterprises to form strategy of sustainable development.
