The software industry has penetrated into each areas of high and new technology and economic, military departments as an important industry of the national economy. It plays an important role in a region of economic and social development, but China's software industry is still in the middle and lower levels in the global software industry chain, especially the basic industries controlled by others in the software industry. It shows that China's lack of competitive power on the basis of software products. The innovation ability is not high. China's core technology is controlled by others , its more prominent reason is lack of the core competence.Focusing on this problem, the core competence of this paper built a high-technology enterprise core competence evaluation index system on the background of the software industry. First of all, this paper introduced the concept and theory of core competence, the definition and interpretation of the high-technology enterprises core competence. We summarized the relative evaluation research of the core competence, which formed the theoretical basis for this paper.Secondly, this evaluation system was divided into two parts including the data evaluation and the questionnaire survey , this paper abstracted the high-technology enterprise's core competence evaluation system through experts. Questionnaires survey specified it focusing on individual software business survey and factor analysis, and also we set weight to each index according to the data analysis, formed the core competence evaluation index system of high-technology enterprises. Thirdly, this paper identified different types of employees on the core competence in the software enterprise by variance analysis; recognized the key indicators of software by correlation analysis. Last the paper also chosed three software enterprises in Zhejiang Province through the field research, and compared to software enterprises actual position in Zhejiang Province to verify the reliability of the mathematical model and rationality of the evaluation.The paper has studied methods to distinguish, evaluate, and improve core competence of software enterprises, based on studying of the facts and theories.The paper has applied the theory of corecompetence into the specifed market component, software enterprises have put forward a more objective mathematical model to evaluate their core competence.It will somewhat help domestic software enterprises to develop their sustainable competitive advantage. According to the final conclusion of the study, the article made suggestions to the enterprise of highway construction, policy support, R&D investment, building brand, corporate culture, talent introduction, property rights, brought forward limitation of selecting targets and the scope of evaluation, put forward the direction of the future study.
