| Currently, the researches of district tech-innovation are still in the initial phase, they are focus on the districts which possess both societal and economical function. With the flourishing of pure economical district such as free trade zone and development district, economic in these districts grows up rapidly and also tech-innovation is driven. The investigation of mechanism of district tech-innovation capability for such kind of district is necessary, which can play important roles in improving the efficiency of governmental technology management service, and improve the tech-innovation of these districts.Firstly, the thesis reviews the correlative literatures of innovation and district tech-innovation capability, and followed try to sorting out the key factors from numbers of factors, the mechanism of district tech-innovation capability is formatted accordingly, improved analytic hierarchy process (AHP) method and disperse coefficient evaluation method are brought forward to make integration estimate. On the basis of above analysis, the evaluation system is constructed, simultaneously, a parallel analysis was got among partial of development zones in domestic of china, farther the comparison data of NFTZ is forming in transverse and lengthways. According to the study, the advantages and main factors for causing deficiency of tech-innovation capability is concluded.As a conclusion, a constructive count measures was brought forward at the end of thesis, which are constructing platform of tech-innovation with industry cluster, innovation system and culture as root, talent and capital investment as supporting, policy piloting and functional service as course, finally acquiring the competitive advantage of tech-innovation in Ningbo Free Trade Zone. |
