Comparative Study On The Entrepreneurship Environment Of High Technology Development Zones

International communities pay more attention on the High Technology Development Zones which is important base of High Technology Industrialization about accelerating technology innovation and developing high technology. National High Technology Development Zones have already been the precursor of industrialization, demonstration of innovation and openness, and the important base of technology innovation and high technology industry and play the more and more important role.For high technology development zones, the contribution of better entrepreneurship environment mainly includes that it is better to entrepreneur developing new value and promotes High Technology Development Zones'economic increasing continuously, to construct the fair competition environment, to be standardization and legalization and transform the function of the government, to advance naturaland social service environment and improve inhabitant's satisfaction.Although the High Technology Development Zones was a betterachievement, it has many deficiencies in entrepreneurship environment especially comparing with international developed High TechnologyDevelopment Zones, for instance the basic establishment, the policy,economy and human environment. Therefore, systematical study on the entrepreneurship environment and the development of High Technology Development Zones is very important to cultivate better entrepreneurship environment and accelerate the development of High Technology Development Zones. This article has seven chapters.Chapter 1 is Introduction. This chapter mainly discusses the background and purpose. It summarizes the deficiencies of our High Technology Development Zones through comparing international entrepr eneurship environment with ours, and Silicon Valley with Zhongguancun to table a proposal to advance our entrepreneurship environment. The chief study methods are analyzing demonstration method, comparing and analyzing method, determining the nature method, and determining the quantity method.Chapter 2 is about relative theories primary. It introduces the correlative High Technology Development Zones theories and particularly explains high technologies, entrepreneurship, entrepreneurship environment, and the characteristics of High Technology Development Zones entrepreneurship environment. According to the determining nature and quantity index of national technology department Huoju center's rule in"New Plan of National High Technology Development Zones Estimating Index System", and the GEM (International Entrepreneurship survey) entrepreneurship index system, this article studies choosing policy, economy, human environment, base establishments, and technologies'service environment.Chapter 3 is High Technology Development Zones entrepreneurship environment analysis. First of all, it reviews the achievement of Chinese High Technology Development Zones. The High Technology Development Zones in China has three developing stages, as preparation stage (1984-1988), establishment stage (1988-1991), development stage (1992 up to now). Since nowadays, there are 53 High Technology Development Zones in China. In 2006 national statistics, the economy of High Technology Development Zones was rising. The range of industrial amplitude in High Technology Development Zones was 12.4% lager than the range of national amplitude. There are several answers by summarizing the factors of entrepreneurship environment. Policy: some policy's advantages became smaller and are not harmonious, and cannot implement. Economy: development zon es were not invested amply and undercapitalized along with developing, so they can not develop very well. Human: lacking talented people, the talented person distributes asymmetrically, talented person's market isn't perfect. Technology enterprise incubator: lacking legality and system protection, investment solely, inferior operation model and lacking professional talent people.Chapter 4 is comparing international and Taiwan's High Technology Development Zones entrepreneurship environment with national High Technology Development Zones entrepreneurship environment through comparing international policy, economy, and human environment, basic establishment, and technology study service environment with national ones, and summarizing similarities and differences. Chapter 5 is comparing with the entrepreneurship environment of Silicon Valley and Zhongguancun and analysis them. It studies cases and compares with policy, risky investment, human environment of Silicon Valley and Zhongguancun, and summarizes the deficiencies of Zhongguancun. Policy: legality is not perfect and lack of protection to small enterprises. The policy of technology innovation can notused by most enterprises and the Silicon Valley supports new technologies very well. In Silicon Valley, all enterprises have government stock policy, and in China High Technology Development Zones medium and small enterprises have not that policy. Risk investment: venture capital is not enough and is single. Quit system is not perfectand lack of NASDAQ (American market). Relative Risk policy is lessand not good for promoting venture capital. Human: supporting fromschools and study institutes is not enough.Chapter 6 introduces the countermeasure of optimizing High Technology Development Zones entrepreneurship environment. there aresome countermeasures of optimizing High Technology Development Zones entrepreneurship environment based on study cases and comparing international factors and national factors, as following:1,Perfecting High Technology Development Zones'policy, including corresponding national policy and local policy, increasing oriented policy, constituting benefit policy and incline policy, and enlarging policy scope.2,Enhancing High Technology Development Zones'economy policy, including supporting the development enterprises fiscal charges, and advancing finance service and venture investment.3,Establishing incubator policy, including multivariate investment and legality system, increasing self-payoff, managing operation entrepreneurship.4,Incubating talent people, including accelerating incubating national talent people, strengthening public establishment, advancing working and living quality of talent people, and refreshing knowledge, and promoting talent people flowing properly. Chapter 7 is conclusion. We summarized the characteristics on entrepreneurial environment of High Technology Developmental Zones home and abroad, referred to the successful experiences ,and provided suggestions according to our national conditions which are further improving the entrepreneurial environment of Chinese High Technology Developmental Zones to realize the rapid development of High Technology Developmental Zones.
