As Chinese companies are faced with unprecedented changes and fierce competition, company competition will be that based on their core competitive power. The foster of core competitive power by companies will depend on knowledge management because knowledge has become the strategic assets of the companies. Human resources, as "carrier" of knowledge of a company, represent all know-how, skills and ability possessed by the company and become the basis on which the company can create the cutting edge in monopolized technology. Human resources have also become the key element in determining the success or failure of the company, and human resources management has become the core competitive power in business management. Human resource planning is the guideline in human resources management, supplying human power necessary for achievement of the strategic business goals of the company and guiding the human resources management in the company.This research is sampled on Petrochina Dalian Lube Oil Research & Development Center, which is a typical knowledge-based company focused on research and development. This research report describes the theories concerning human resource management and human resource planning and their history and clarifies the importance of human resource management and necessity and imminence for making human resource planning on the basis of company development. This research uses the theories of human resources and analytical instruments and makes detailed blueprint for human resource planning and safeguard measures for implementing the blueprints by considering the company development strategy on the basis of analysis of human resource situation of the company. This research is intended to, by making the blueprint for human resources planning, assist in making and implementing other human resource policies, developing the potential of human resources to the maximum extent, enabling the management to foresee imbalance in human resources and take measures on a timely basis, helping the management make effective management decisions, achieving the strategic goals and making contribution to Petrochina in developing more intellectual rights.
